IMDb Users Highest Rated 2013 Films. IMDb’s “Highest Rated Feature Films Released In 2013 With At Least 10,000 Votes” list has been compiled and released. The criteria for how the winners were selected is embedded in the title for the list i.e. the film had to have received at least 10,000 users votes, the film receiving the highest vote count wins. Both national (USA) and international films could be voted on.
