Oscar Rules Are Changing in a Few Distinct Ways
The 99th Annual Academy Award nominations will be operating from a brand-new playbook in which several key changes will be implemented. 
The Oscars are not going to be embracing AI performances any times soon, as you may have figured out. That much has been made certain by a key list of several changes taking effect with the 99th annual Academy Award nominations announcement that will arrive early next year.
Two huge changes are taking effect. Perhaps, the biggest news is that an actor or actress can be nominated multiple times in the same category. Nobody knows how hard it was for performers who starred in two films the same year but could only be nominated for one. The stars of 1997’s Titanic know this situation well.
Leonardo DiCaprio was nominated for Best Actor for Blood Diamond about twenty years ago, but under new rules, he could be nominated for two films in the same category! That means, he could have been nominated twice in the same year (2006) since he did both The Departed and Blood Diamond. These new rules are set to kick in for the 99th Annual Oscars ceremony.
Kate Winslet won the Best Actress Oscar for The Reader. Under new Academy guidelines, the actress could have been nominated in the same category the same year for both The Reader and Revolutionary Road. Under the old rules, she could have only been nominated for one of the two films she gave great performances in.
Also changing is the Best International Feature category. It’s not just about countries anymore, but also about directors of foreign language films. Directors will be recognized for international films, which means the competition will be fierce as the award is about more than just the Oscar for the countries that made the particular film alone. For the new rules, two films from a particular country could potentially get nominated. So, for example, in 2022, RRR and Last Film Show could have both received Best International Feature Oscar nominations even though they hailed from the same country if one of those films received a top prize at a major festival.
Don’t expect too many other rules to be implemented at this time although it will be interesting to see if the nominations for next year will include a handful of great performers contending for two (or more) big-time Academy Award nods in the same category and year.
Also, songs that are nominated for Best Original Song will be required to have the first several seconds (15 seconds, to be exact) of the song play during the end of the actual movie if it’s an over-the-end credits song. There were some other key decisions made as well.
